It can come from the utility supply, a loose neutral in the house wiring or a problem at the stove's own connection. The stove only reports what it measures, so the supply is checked first.
Can I keep cooking on my Wolf stove with 3C20 showing?
Wolf gives no owner steps for 3C20. Keep the stove off until the supply has been checked, since high voltage can damage the controls.
