On Kenmore's 4.8 cubic-foot stoves, E3 means the oven cannot be heated. The control asked for heat and got none.

The oven part of the stove was set to bake or broil and did not warm the way the controls expected, or took far too long to get there. On an electric stove a bake or broil element that has burned through is the everyday reason; on a gas stove the oven igniter and the valve it opens are looked at first. The wiring and the relay on the board are checked before the board itself is blamed.
