Every oven swings a little above and below the setting as it cycles, and the display shows the target, not the heat inside at that moment. A stove oven that is always off by the same amount usually has a sensor or control that has drifted, and many models let you set an offset from the control panel to fix that yourself. An oven that is fine sometimes and badly off at other times points to a part that is failing, such as a weak element or igniter, a worn door seal letting heat out, or a sensor giving jumpy readings.
